My telegram No. 314 and No. 480 to Governor,
War Damage Compensation and Financial Settlement. To ensure that terms of Malayan and Hong Kong statements are not (repeat not) telegraphed back or broadcast to United Kingdom before effectively notified to Parliament (statement in House of Commons on Monday afternoon will be in the form of a written reply, since oral statement could not be arranged in the time available), I must ask that whilst release in Malaya and Hong Kong may still be midnight April 26th/27ch it must be on strict condition that statement is not (repeat not) published in local press, telegraphed outside Malaya of Hong Kong or broadcast until after midnight April 26th 27th London British Summer Time. Trust this change in procedure will not inconvenience you,
